Background Analysis of the Chief Operating Officer for Intellectual Property (CIPO)

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China put forward clear requirements for strengthening the protection of intellectual property rights.

In the era of knowledge economy, intangible assets represented by intellectual property have become the main driving force for company value growth. Intellectual property is no longer just a tool to avoid legal risks and protect intangible assets, but has also become a part of company assets and even the asset subject. But now companies do not have dedicated personnel to manage this asset, which is a huge deficiency in enterprise management.

Intellectual property plays a crucial role in the growth and value enhancement of a company's business, and intellectual property intensive companies have begun to develop new strategies to maximize the establishment, development, and utilization of these intangible assets. The role of the Chief Operating Officer of Intellectual Property, CIPO, is precisely capable of promoting and implementing the formulation and implementation of this new strategy.

In the past few decades, in order to adapt to the rapid development of the global economy, new positions and responsibilities have emerged in various industries, such as CTO, CFO, HR, etc., effectively improving the structure of enterprise management. The Chief Operating Officer for Intellectual Property, CIPO, is a senior executive responsible for developing strategies and executing intellectual property for the company. The job responsibilities include various aspects of intellectual property, from the generation of intellectual property to the final market operation. In short, it means transforming invisible and intangible intangible assets of a company from negative assets to positive assets, and coordinating with the company's development strategy to conduct reconnaissance and exploration of overseas markets, and then advance deployment in fields such as patents and trademarks, clearing all obstacles to overseas market access, so as to prevent the company and its products from being sued for infringement by competitors after being sent overseas.

Traditionally, the intellectual property department belongs to a functional department, under the legal department, or on par with the legal department. Some technology companies also place their intellectual property teams in the R&D management department. In such a company structure, the intellectual property manager is usually not a company executive, and the challenge facing the company is who will drive the integration of intellectual property strategy and main business. If the level of the intellectual property department is relatively low, it is difficult for the intellectual property manager to assume such a role, relying on their own functions to make decisions on the direction of intellectual property investment and asset portfolio.

Important Objectives of the Chief Operating Officer for Intellectual Property (CIPO)

The CIPO project is an intellectual property innovation service project jointly carried out by the government, enterprises, research institutions, finance, media, and other sectors. The CIPO project is guided by the innovative ideas of the new era, with collaborative innovation theory as the academic foundation, and the project system solves the four major challenges faced by innovation. Firstly, there is a gap between scientific research and industry, and technological research is disconnected from the market economy. Secondly, the degree of innovation synergy is low and the cutting-edge level of technology is insufficient. Thirdly, there is a lack of high-end intellectual property talents, and the cultivation of innovative talents is slow. Fourthly, the company's intellectual property rights have not played a crucial role in business growth and value enhancement.

The goal of CIPO is to promote talent cultivation centered on business growth and value enhancement of enterprises, provide a talent foundation for the commercialization, commercialization, and monetization of enterprise intellectual property, provide experience for global intellectual property, property product, product marketization, and market monetization, continuously cultivate the most internationally competitive talents for the industry and society, and provide a continuous stream of new products for domestic and foreign markets, Generate a continuous stream of new value for the enterprise.

The exemplary role of the Shenzhen and Futian District governments in intellectual property testing has laid a solid foundation for us to promote the intellectual property and scientific and technological innovation development of enterprises nationwide. The CIPO forum and public welfare training for the Chief Operating Officer of Intellectual Property, as well as multiple high-tech enterprises such as Ping An Technology, Huiding Technology, and Huawei Honor Terminal, participated in offline activities and shared the company's intellectual property related content.

The Chief Operating Officer of Intellectual Property, CIPO, can cross the boundary between intellectual property strategy and business strategy, effectively promoting the strategic transformation of companies in the knowledge economy era. Taking Philips as an example, Brian Hinman, former Chief Operating Officer of Philips Intellectual Property, said The intellectual property strategy is an integral part of the overall strategic plan for all these businesses. When implementing these intellectual property strategies, my team carefully analyzes the needs of each business unit and ensures the optimal combination of each IP type to provide maximum IP protection for the enterprise. The intellectual property and standards department under my leadership adopts a centrally managed organizational structure to ensure rapid decision-making and IP strategy execution Degrees Today, Philips earns over $1 billion in annual revenue through intellectual property licensing.

The Chief Operating Officer of Intellectual Property, CIPO, leads the intellectual property team to directly drive the company's business growth and value enhancement, which goes beyond traditional business support roles. It is necessary for enterprises to adjust their organizational structure and functions to adapt to new environments and requirements. According to the full text of the "Classification of Intellectual Property (Patent) Intensive Industries (2019)", intellectual property activities accounted for 41% of domestic economic activity in the United States in 2019, Intellectual property intensive industries have created a total of 63 million jobs, accounting for 44% of all employment in the United States. In 2019, the industry generated approximately 47.2 million direct jobs, accounting for 33% of the total employment in the United States. Therefore, the development strategy of Chinese enterprises must be in line with the intellectual property strategy in order to achieve the goal of planning first and then taking action, conquering all and winning all battles!
