To the people's governments of all provinces, autonomous regions and municipalities directly under the central government, all ministries and commissions under the State Council and organs directly under the State Council:

After more than 30 years of development, the national high tech Industrial Development Zone (hereinafter referred to as the national high tech Zone) has become an important carrier for China to implement the innovation driven development strategy. It has played an important role in transforming the development mode, optimizing the industrial structure and enhancing the international competitiveness. It has walked out of a high-tech industrialization road with Chinese characteristics. In order to further promote the high-quality development of the National High-tech Zone, and give full play to the leading role of demonstration and radiation, the following opinions are put forward.

1、 General requirements

（1） Guiding ideology.

Guided by Xi Jinping's socialist ideology with Chinese characteristics and implementing the spirit of the nineteen and nineteen sessions of the second, third and fourth plenary session of China's Communist Party, we firmly establish the new development concept, continue to adhere to the direction of "developing high technology and realizing industrialization", and deepen the reform of system and mechanism, and create a good environment for innovation and entrepreneurship, so as to foster and develop internationally competitive enterprises. The national high tech Zone will be built into an innovation driven development demonstration zone and a high-quality development pioneer zone.

（2） Basic principles.

Adhere to innovation driven and lead development. Taking innovation driven development as the fundamental path, we should optimize the innovation ecology, gather innovation resources, enhance the ability of independent innovation, and lead high-quality development.

Adhere to high-tech positioning and create highlands. We should firmly grasp the "high" and "new" development orientation, seize the commanding heights of future science and technology and industrial development, and build a growth pole that is open and innovative, high-end industrial agglomeration, and suitable for creation, industry and living.

We will continue to deepen reform and stimulate vitality. With the goal of transformation and upgrading, we should improve the competition mechanism, strengthen institutional innovation, create an open, fair and transparent development environment conducive to promoting the survival of the fittest, and fully release the vitality of various innovation subjects.

Adhere to reasonable layout, demonstration driven. We should strengthen the top-level design, optimize the overall layout, strengthen the role of demonstration, and promote the coordinated and sustainable development of the region.

Insist on highlighting characteristics and guiding by classification. According to the regional resource endowment and development level, we should explore the high-quality development mode with different characteristics, establish classification evaluation mechanism and implement dynamic management.

（3） Development goals.

By 2025, the layout of national high-tech zones will be more optimized, the ability of independent innovation will be significantly enhanced, the environment for innovation and entrepreneurship will be significantly improved, the high-tech industrial system will be basically formed, the mechanism for the output, transformation and industrialization of high-tech achievements will be established, a number of key core technologies supporting industrial and regional development will be conquered, and a number of independently controllable and internationally leading industries will be formed A number of innovative enterprises and industrial clusters with international competitiveness have emerged, and a number of high-tech parks with world influence and a number of innovative characteristic parks have been built. By 2035, a large number of high-tech parks with global influence will be built, and the main industries will enter the middle and high-end of the global value chain, so as to realize the modernization of Park governance system and governance capacity.

2、 Strive to improve the ability of independent innovation

（4） Vigorously gather high-end innovation resources.

Facing the needs of national strategy and industrial development, national high-tech zones should actively introduce innovative resources such as domestic and foreign universities and scientific research institutes by supporting the establishment of branches and joint construction. We will support the national high-tech zones to build high-level experimental facilities and innovation bases with key enterprises as the main body and universities and scientific research institutes. Actively cultivate new R & D institutions and other industrial technology innovation organizations. Priority shall be given to those eligible for inclusion in the State Key Laboratory or national technology innovation center.

（5） Attract and cultivate first-class innovative talents.

We will support national high-tech zones in recruiting talents and talents from around the world. Support the key enterprises in the park and other colleges and universities to jointly manage the modern industrial college and cultivate high-end talents. With the approval of the science and technology administrative department of the people's government at or above the municipal level (the administrative department for foreigners' work in China), the age for applying for work permit can be relaxed to 65 years old. Foreign high-level management and professional and technical personnel invited by enterprises in the national high-tech zone can apply for corresponding visa for many years and many times according to regulations; foreign talents working in enterprises in the park can apply for residence permit within five years according to regulations. For outstanding international students who have obtained bachelor's degree or above in key domestic colleges and universities, and foreign students who have graduated from internationally renowned universities and are engaged in innovation and entrepreneurship activities in the national high tech Zone, it is convenient to apply for residence permits.

（6） We will strengthen the innovation of key core technologies and the transfer and transformation of achievements.

National high tech zones should increase investment in basic and applied research, strengthen joint research and industrial application of key generic technologies, leading-edge technologies, modern engineering technologies and disruptive technologies, and promote the deep integration of technological innovation, standardization, intellectual property rights and industrialization. Support relevant units in the national high tech Zone to undertake national and local science and technology plan projects, support the landing and transformation of major innovation achievements in the park and realize the commercialization and industrialization. Support the construction of pilot engineering service platform for scientific and technological achievements in national high tech zones, and explore the risk sharing mechanism. We will explore the reform of the ownership of post scientific and technological achievements. We will strengthen the construction of specialized technology transfer institutions and technology achievement trading platforms, and cultivate scientific and technological consultants, technical brokers and other professionals.

3、 Further stimulate enterprises

（7） We will support the development of high-tech enterprises.

We should guide enterprises in the National High-tech Zone to further increase investment in R & D, establish and improve the management system of R & D and intellectual property, strengthen the construction of trademark and brand, and enhance the innovation ability. We will establish and improve the policy coordination and linkage mechanism, and implement the policies of additional deduction of R & D expenses, income tax reduction and exemption for high-tech enterprises, and inclusive tax relief for small and micro enterprises. We will continue to expand the number of high-tech enterprises and cultivate a number of innovative enterprises with international competitiveness. Further develop the development potential of the high-tech zone and cultivate a number of Unicorn enterprises.

（8） We should actively cultivate small and medium-sized science and technology enterprises.

Support scientific and technological personnel to carry scientific and technological achievements in the National High-tech Zone for innovation and entrepreneurship, and incubate and cultivate scientific and technological entrepreneurial teams and start-ups through crowdsourcing, crowdsourcing, crowd funding, etc. We will expand the application of non bidding methods such as first purchase and order, and intensify the procurement of major innovative technologies, products and services for small and medium-sized technology-based enterprises. The cultivation and incubation of small and medium-sized science and technology enterprises will be included in the high-quality development evaluation index system of national high-tech zones.

（9） We will strengthen service support for scientific and technological innovation and entrepreneurship.

We should strengthen the opening and sharing of science and technology resources, encourage all kinds of subjects in the park to strengthen open innovation, and build specialized mass innovation space and technology enterprise incubators around the advantageous professional fields. We will develop research and development, technology transfer, inspection, testing and certification, business incubation, intellectual property, and scientific and technological consulting institutions, and improve their professional service capabilities. We will continue to support the national high-tech zones in building innovative and entrepreneurial characteristic carriers such as science and technology resources support type and high-end talent leading type, and improve the innovation and entrepreneurship infrastructure of the park.

4、 Promote the industry to move towards medium and high end

（10） Vigorously cultivate and develop new industries.

We will strengthen the deployment of strategic frontier areas, implement a number of leading major projects and new technology application demonstration projects, build diversified application scenarios, and develop new technologies, new products, new formats and new models. Promote the continuous growth and development of digital economy, platform economy, intelligent economy and sharing economy, and lead the transformation of new and old kinetic energy. Guide enterprises to widely apply new technologies, new processes, new materials and new equipment, promote the deep integration of the Internet, big data, artificial intelligence with the real economy, and promote the development of the industry to be intelligent, high-end and green. We will explore inclusive and prudent market access and industry supervision models for emerging industries.

（11） Make the leading industries with characteristics bigger and stronger.

Based on the regional resource endowment and local basic conditions, the national high tech Zone should give full play to its comparative advantages, take measures according to local conditions and parks, focus on the characteristic leading industries, strengthen the allocation of innovative resources and overall planning of industrial development in the region, give priority to the layout of relevant major industrial projects, promote the formation of agglomeration effect and brand advantage, enlarge and strengthen the characteristic leading industry, and avoid assimilation. Play the leading role of leading industry strategy, promote the coordinated development of related industries, and form a distinctive industrial ecology. We will support the establishment of a patent navigation industry development mechanism with leading enterprises as the leader, key products of the industrial chain and key technologies of the innovation chain as the core, integrate large and medium-sized enterprises, research and development and service institutions, strengthen the efficient allocation of resources, and cultivate several world-class innovative industry clusters.

5、 Increase the intensity of opening up and innovation

（12） Promote regional coordinated development.

Support the National High-tech Zone to play an important role in regional innovation, and better serve the implementation of national major regional development strategies, such as the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River economic belt, the construction of Guangdong Hong Kong Macao Bay area, the integrated development of the Yangtze River Delta, ecological protection and high-quality development of the Yellow River Basin. We should encourage the high-tech zones of the eastern countries to strengthen the corresponding cooperation and exchanges with the high-tech zones of the central and Western countries in accordance with the market-oriented principle. We will explore a variety of cooperation mechanisms, such as remote incubation, enclave economy and partner parks.

（13） Create regional innovation growth pole.

We should encourage national high-tech zones as the main body to integrate or trusteeship provincial-level high-tech zones or various industrial parks with adjacent locations and complementary industries, so as to create more innovation communities with centralized, coordinated and complementary development. The qualified regions shall be supported to apply for the establishment of comprehensive bonded zones by relying on the national high tech Zone in accordance with relevant procedures. We will support the cross regional allocation of innovative elements in national high-tech zones, enhance the vitality of market players in surrounding regions, and deepen the integrated development of regional economy and science and technology. Local governments should be encouraged to integrate the resources of national high-tech zones, create national independent innovation demonstration zones, and explore new paths of innovation driven development at a higher level.

（14） Integrate into the global innovation system.

Facing future development and international market competition, on the premise of conforming to international rules and common practices, it supports the National High-tech Zone to strengthen the linkage development with the international innovation industry highlands by CO constructing overseas innovation centers, overseas entrepreneurship bases and international cooperation parks, accelerate the introduction and gathering of international high-end innovation resources, and deeply integrate the international industrial chain, supply chain and value chain. We will serve enterprises in the park to "go global", participate in the formulation of international standards and rules, and expand emerging markets. One belt, one road, is being encouraged to carry out various forms of International Park cooperation, and support the national high-tech zones to carry out personnel exchanges, technical exchanges and cross border cooperation with the countries along the belt.

6、 Create high quality development environment

Establish a list system of authorized items, and give the national high-tech zone corresponding provincial and municipal economic management authority, such as scientific and technological innovation, industrial promotion, talent introduction, market access, project approval, finance and finance. Establish a through train system between national high tech zones and relevant provincial departments. Optimize the internal management structure, implement flat management, integrate and merge the internal institutions, implement the large department system, and reasonably allocate the functions of the internal institutions. We should encourage qualified national high-tech zones to explore the post management system, implement the employment system, and establish and improve the distribution incentive and assessment mechanism in line with the actual situation. We will support national high-tech zones in exploring new governance models.

（16） Optimize the business environment.

We should further deepen the reform of "release, management and service", speed up the reform of examination and approval of investment projects in national high-tech zones, implement the commitment system for enterprise investment projects and the acceptance system for defects, and reduce unnecessary administrative intervention and approval and filing matters. We should further deepen the reform of the commercial system, relax market access, simplify the examination and approval procedures, and accelerate the reform of simple cancellation registration of enterprises. In the National High-tech Zone, we should replicate and promote the pilot reform policies such as the pilot free trade zone and the National Independent Innovation Demonstration Zone, and strengthen the innovation policy to try first.

（17） Strengthen financial services.

Commercial banks are encouraged to set up science and technology branches in national high tech zones. We will support financial institutions to provide intellectual property investment and financing services in the national high tech Zone, support intellectual property pledge financing, develop and improve intellectual property insurance, and implement relevant policies such as the first major technical equipment insurance. We will vigorously develop market-oriented equity investment funds. We should guide social capital such as venture capital, private equity and M & a funds to support the development of high growth enterprises. We should encourage financial institutions to innovate the mode of investment and loan linkage, and actively explore and develop diversified scientific and technological financial services. Innovate the management mechanism of state-owned capital venture capital, and allow qualified state-owned venture capital enterprises in the park to establish a follow-up investment mechanism. We will support high growth enterprises in the national high tech Zone to list on the multi-level capital markets such as the science and technology innovation board. We will support the listing and financing of qualified subjects in the development and construction of national high tech zones.

（18） Optimize the allocation of land resources.

We will strengthen the overall control of the intensity of development and utilization of construction land, investment intensity and per capita land use index of national high-tech zones, improve the average plot ratio, and promote the compact development of the park. Eligible national high-tech zones may apply to expand their regional scope and area. When arranging the annual land use plan, the provincial people's government should consider the land demand of national high-tech zone and give priority to the construction of innovation and entrepreneurship platform. We will encourage and support national high-tech zones to speed up the digestion and disposal of unused land. Local people's governments are encouraged to implement land policies to support the development of new industries and new formats in the national high-tech zones, use collective business construction land in accordance with laws and regulations, and build industrial carriers such as innovation and entrepreneurship.

（19） Build green ecological park.

We will support the establishment of national eco industrial demonstration zones in national high-tech zones and strictly control the entry of enterprises with high pollution, high energy consumption and high emission. Increase the index weight of green development of national high-tech zones. We will accelerate the integration of industry and city development, encourage various social entities to invest in the construction of informatization and other infrastructure in the National High-tech Zone, strengthen the integration with municipal construction, improve public service facilities such as scientific research, education, medical treatment and culture, and promote the construction of safe, green and intelligent science and technology parks.

7、 Strengthen classified guidance and organization management

（20） Strengthen organizational leadership.

Adhere to the party's unified leadership over the work of the national high tech Zone. The science and technology administrative department of the State Council shall, together with relevant departments, do a good job in planning guidance, layout optimization and policy support of national high tech zones. The provincial people's government should take the National High-tech Zone as an important carrier for implementing the innovation driven development strategy, and strengthen the overall planning and construction, industrial development and innovation resource allocation of the National High-tech Zone in the province. The local municipal people's government should earnestly undertake the main responsibility for the construction of the National High-tech Zone, strengthen the allocation of the leading group and the construction of the cadre team of the National High-tech Zone, and give the national high-tech zone sufficient financial, land and other policy guarantees. We should strengthen classified guidance, adhere to high-quality development standards, and accelerate the promotion of construction of provincial high-tech zones that meet the requirements, have advantages and have characteristics according to different regions, different stages, different development bases and innovative resources.

（21） Strengthen dynamic management.

We will formulate a high-quality development evaluation index system for national high-tech zones, highlighting R & D investment, achievement transfer and transformation, quality of innovation and entrepreneurship, cultivation and development of scientific and technological enterprises, economic operation efficiency, industrial competitiveness, energy consumption per unit output, etc. Data statistics, operation monitoring and performance evaluation of national high tech zones should be strengthened. Establish a dynamic management mechanism of national high-tech zones, publicize and praise the national high-tech zones with good evaluation results, coordinate all kinds of funds and policies, and increase support; warn those with poor evaluation results through interviews and circulars; cancel those with ineffective rectification and withdraw from the sequence of national high-tech zones.
