Han Deyun said that in recent years, China has made a lot of efforts in legislation, justice, law enforcement and other aspects, and the level of intellectual property protection has been greatly improved. In the future, we should further strengthen law enforcement, improve the standardization and transparency of law enforcement, and crack down on piracy, counterfeiting and other violations. At the same time, we should do a good job in docking with the international rules of intellectual property, and help the opening up at a higher level.

The continuous improvement of social satisfaction of intellectual property protection has greatly stimulated innovation vitality. By the end of 2019, the total number of invention patents in China (excluding Hong Kong, Macao and Taiwan) was 1.862 million, with 13.3 patents per 10000 population.

Hu Keyi, member of the CPPCC National Committee and director of Jiangnan Shipbuilding science and Technology Commission of China, suggested that in the future, the development of China's intellectual property industry should strengthen the quality orientation, improve the patent examination system, strengthen the supervision of the patent agency industry, etc., so as to make more high-quality inventions and creations more easily obtain patent authorization, and promote China's accelerating progress towards a strong intellectual property country.

Application is the key link of transforming intellectual property into productivity. Ma Yupu, deputy to the National People's Congress and director of the science and Technology Committee of the 725 Institute of shipbuilding of China, takes the shipbuilding industry as an example, and proposes to strengthen the use of key core technology intellectual property rights in key areas. He suggested that we should strengthen the key core technologies and intellectual property reserves in key areas of the shipbuilding industry, promote enterprises to build industrialization oriented patent portfolio and strategic layout, and build a comprehensive service platform for the use of intellectual property.
