Statistics show that in the first four months of this year, the year-on-year growth rate of patent applications has returned to the pre epidemic level, and high-tech enterprises have become the backbone of enterprise applications. The rapid growth of patent applications of enterprises in the field of new kinetic energy has preliminarily indicated that the epidemic has accelerated the transformation of development concepts of market entities, increased the visibility of scientific and technological innovation, and that the innovation drive may usher in opportunities for further stimulation, which has strengthened us The confidence and determination to rely on innovation to promote industrial transformation and upgrading and to promote high-quality economic development.

  1、 Rapid recovery of domestic patent application

  From January to April 2020, there were 1323000 domestic patent applications, up 5.7% year on year. By month, the year-on-year growth rate of domestic patent applications shows a V-shaped trend. Affected by the epidemic, the domestic patent application in February fell by 33.2% year-on-year, rebounded rapidly in March, up 10.5% year-on-year, and further accelerated to 15.7% in April. Among them, the year-on-year growth rate of domestic invention patent application in the current month recovered from 29.7% in February to 5.9% in March, and further accelerated to 8.7% in April. The rapid recovery of patent application fully shows that the market subjects actively respond to the change of epidemic situation, transform and upgrade with innovation enabling, and constantly accelerate the pace of scientific and technological innovation.

  2、 Enterprise patent application takes the lead in realizing positive growth

  From January to April, patent applications of domestic enterprises increased by 8.1% year-on-year, 2.3 percentage points higher than the national level; among them, 259000 invention patent applications increased by 4.2% year-on-year, 4.8 percentage points higher than the national level. In the face of the impact of the epidemic, Chinese enterprises are fully committed to fighting the epidemic, accelerating the resumption of production, and taking the lead in achieving positive growth in patent applications.

  High tech enterprises are the backbone of patent creation. In the first four months, there were 65000 domestic (excluding Hong Kong, Macao and Taiwan) enterprises applying for invention patents, of which 29000 were high-tech enterprises, accounting for 44.6%. On average, each high-tech enterprise applied for 4.9 invention patents, 1.7 higher than other enterprises.

  3、 Innovation momentum in emerging industries is growing

  From January to April, the proportion of new generation information technology industry in domestic invention patent applications increased by 1.8 percentage points over the same period of last year. The patent applications of Huawei, Tencent and byte leaping increased by 35.2%, 178.9% and 67.7% year-on-year respectively. The patent applications of innovation technology enterprises such as Shangtang technology, Dachi technology and iFLYTEK increased by 36.9%, 70.3% and 88.9% year-on-year respectively. It shows that the Internet, big data, cloud computing, artificial intelligence, robots and other innovative technologies accelerate the iteration, new models and new industries continue to emerge, and new growth poles are growing, injecting new momentum into the long-term stable development of China's economy.

  From January to April, domestic medical and pharmaceutical enterprises applied for 9000 invention patents, an increase of 8.4% year on year, 9.0 percentage points higher than the overall national growth rate. It shows that with the increasing protection of intellectual property rights, China's pharmaceutical and medical industry has accelerated scientific research, achieved innovative development, and provided strong support for the construction of a healthy China.

  4、 Foreign patent applications in China are basically stable year on year

  From January to April, 60000 foreign patent applications were filed in China, down 1.7% year-on-year, basically the same as the same period last year. Among them, one belt, one road, and 10 thousand countries' patent applications in China, an increase of 3.8% over the previous year, is 5.5 percentage points higher than that of foreign applications for patents in China.

  On a monthly basis, affected by the epidemic situation, overseas patent applications in China fell by 39.9% year-on-year in February; with the orderly recovery of domestic production and living order and the effective implementation of various relief measures for the facilitation of intellectual property rights, overseas patent applications in China rebounded rapidly in March, up 31.3% year-on-year; in April, they achieved steady growth, up 1.2% year-on-year. Preliminary shows that foreign enterprises are optimistic about the consensus of the Chinese market, and there is no change due to the epidemic.

  5、 Steady development of overseas patent layout of innovation subjects

  From January to April, Chinese applicants submitted 17000 PCT international patent applications to the State Intellectual Property Office, a year-on-year increase of 18.3%, continuing to maintain a rapid growth. According to the latest data, from January to March this year, the number of invention patent applications filed by Chinese applicants to the United States, Europe, Japan and South Korea increased by 15.1% year on year. In the face of the situation changes brought by the impact of the epidemic, Chinese enterprises still maintain confidence in the prospects of foreign markets, adhere to strengthen the protection of intellectual property rights, actively explore the international market, and steadily and orderly promote the in-depth implementation of the "going out" strategy.

  6、 Patent pledge financing effectively relieves financial difficulties of enterprises

  After the outbreak, the State Intellectual Property Office promptly issued and implemented policies and measures to support enterprises to carry out intellectual property pledge financing, established a green channel for pledge registration, and supported enterprises to quickly finance and renew loans. From January to April, Chinese enterprises obtained a total of 38.4 billion yuan of financing through patent pledge, a year-on-year increase of 35.7%, realizing the effective transformation from "intellectual property" to "assets", giving full play to the function and value of intellectual property credit and loan increase, effectively alleviating the financial difficulties of enterprises, and helping small and medium-sized micro enterprises to resume production and reach full production.

  From the patent data of the past four months, in response to the challenge of the epidemic situation, the main body of the domestic market has continuously strengthened the drive of innovation, and the vitality of invention and creation has not decreased, which indicates that the epidemic situation will not change the development trend of industrial transformation and upgrading in China, and will not change the basis of the long-term good and high-quality development of China's economy. Foreign patent applications in China are basically stable, which fully shows that China's market is still attractive. Foreign enterprises continue to be optimistic about China's economic prospects and have confidence in the long-term development of China's market.
