On April 25, the State Intellectual Property Office of China issued a white paper entitled "the situation of intellectual property protection in China in 2020". This paper summarizes the practice and progress of intellectual property protection in China in 2020 from the aspects of protection effect, system construction, examination and approval registration, cultural construction and international cooperation, and introduces the achievements of intellectual property protection in the past year. One is the effectiveness of protection. The white paper points out that the relevant departments have strengthened the judicial protection and administrative law enforcement of intellectual property rights, continued to promote special governance in key areas, and improved the working mechanism, providing a strong institutional guarantee for the implementation of the innovation driven development strategy and the cultivation of a stable, fair and predictable business environment. In 2020, the effectiveness of China's intellectual property protection has been widely recognized by innovation bodies of various countries and the international community. The social satisfaction of intellectual property protection reached a new high, reaching 80.05 points. According to the 2020 global innovation index report released by the world intellectual property organization, China ranks 14th.

Second, in the aspect of system construction. According to the white paper, in accordance with the strategic plan of comprehensively promoting the rule of law, all parties concerned should perform their duties in accordance with the law, constantly improve the system of laws and regulations on intellectual property rights, and further improve the level of legalization of intellectual property protection. In 2020, China will revise and issue four laws and regulations related to intellectual property rights; Six judicial interpretations on intellectual property protection were issued; More than 20 policy documents related to intellectual property protection have been issued; Two national standards related to intellectual property protection were issued.

Third, in terms of approval and registration. The white paper points out that the number of various types of intellectual property examination and approval registration has continued to grow, and the quality and efficiency of examination have been significantly improved. In 2020, China will grant 530000 invention patents, with 15.8 invention patents per 10000 people. There are 5.761 million trademark registrations, and 7553 applications for international registration of Madrid trademarks submitted by domestic applicants, ranking third in the Madrid Federation. The total number of copyright registrations is 5.039 million. The examination cycle of high-value patents is reduced to 14 months, and the average examination cycle of trademark registration is reduced to 4 months.

Fourth, cultural construction. The white paper pointed out that all localities and departments should thoroughly implement the spirit of general secretary Xi Jinping's important speech on the propaganda and ideological work in the new era, and grasp the new situation and new tasks. We will do a good job in organizing intellectual property publicity week and other important activities. By holding press conferences, publishing typical cases, carrying out theme publicity and other forms, we can tell the story of China's intellectual property from multiple perspectives, and show the image of a civilized and responsible country.

Fifth, international cooperation. The white paper pointed out that in 2020, China continued to deepen exchanges and cooperation with international intellectual property organization and other intellectual property organizations in various countries and regions, and contributed to China's positive response to COVID-19's adverse effects on intellectual property protection. With the entry into force of the Beijing treaty, the signing of the regional comprehensive economic partnership agreement and the China EU agreement on geographical indication protection and cooperation, the global intellectual property governance system has been promoted to a more just and reasonable direction.

China issued the first white paper on the protection of intellectual property rights in 1994. It has been more than 20 years since 1998.
