On December 31, 2020, the State Intellectual Property Office and the National Bureau of Statistics jointly issued the data announcement on the added value of national patent intensive industries in 2019. According to the announcement, the added value of national patent intensive industries in 2019 was 11463.1 billion yuan, an increase of 7.0% over the previous year (excluding price factors, the same below), accounting for 11.6% of GDP, which was the same as the previous year.

Statistics show that in the patent intensive industries, manufacturing related industries have a large scale, accounting for 72.9%; service related industries have developed rapidly, and the growth rate is significantly higher than that of manufacturing. Among the seven categories of patent intensive industries, the added value of new equipment manufacturing industry, information and communication technology manufacturing industry and information and communication technology service industry is relatively high, accounting for 3400.4 billion yuan, 2302.1 billion yuan and 2282.3 billion yuan respectively, accounting for 29.7%, 20.1% and 19.9% respectively. The information and communication technology service industry, R & D, design and technology service industry and environmental protection industry grew the fastest, with year-on-year growth of 17.2%, 14.0% and 7.2% respectively.

According to the national standard of statistical classification of intellectual property (patent) intensive industries (2019), patent intensive industries refer to the industrial clusters whose invention patent intensity and scale reach the specified standards, rely on intellectual property to participate in market competition, and conform to the innovation and development orientation. In 2019, the scale of China's patent intensive industries will maintain a steady growth, which reflects the new progress of China's economic structure optimization and the transformation of growth momentum, and reflects the new achievements of innovation driven development. The important role of patent intensive industries in supporting high-quality economic development will be further played.

The head of the strategic planning department of the State Intellectual Property Office said that the development of patent intensive industries reflects the close integration of intellectual property, scientific and technological innovation and industrial economic development. The State Intellectual Property Office (SIPO) and the National Bureau of Statistics (NBS) attach great importance to the statistical work of related industries, jointly establish the accounting and publishing mechanism for the added value of patent intensive industries, and constantly improve the statistical methods. This is the second year in a row that the annual value-added statistics are released, which provides an important basis for timely reflecting the cultivation and development of industries and supporting the formulation of industrial policies and plans.

From the perspective of internal structure, manufacturing related industries in patent intensive industries are large in scale, with the added value accounting for 72.9%. Among them, the added value of new equipment manufacturing industry was 3400.4 billion yuan, accounting for 29.7% of the added value of patent intensive industries, followed by information and communication technology manufacturing industry, accounting for 20.1% of the added value of 2302.1 billion yuan, and new material manufacturing industry, pharmaceutical and medical industry and environmental protection industry accounted for 12.2%, 8.7% and 2.3% respectively.

In terms of growth rate, the service industry related industries in patent intensive industries have developed rapidly. The information and communication technology service industry increased by 17.2%, and the R & D, design and technology service industry increased by 14.0%, which was significantly higher than the manufacturing industry.

Patent intensive industry refers to the industry cluster whose invention patent density and scale reach the prescribed standards, and which relies on intellectual property rights to participate in market competition and conforms to the innovation and development orientation.

The added value of patent intensive industries refers to the added value created by the production activities of all permanent residents of patent intensive industries in a certain period of time.

Accounting classification

The accounting classification of patent intensive industries is based on the statistical classification of intellectual property (patent) intensive industries (2019) and adopts two-level classification. According to the nature of economic activities, the first level is divided into seven categories: information and communication technology manufacturing industry, information and communication technology service industry, new equipment manufacturing industry, new material manufacturing industry, pharmaceutical and medical industry, environmental protection industry, R & D, design and technical service industry. On the basis of the first level classification, the second level classification is subdivided into 188 sub categories of national economy.

Accounting methods and data sources

The basic data for accounting mainly come from the national economic census data, the relevant professional statistical data of the National Bureau of statistics and the national economic accounting data.
