By the end of 2019, the number of institutions engaged in intellectual property services in China was about 66000, and the number of employees in the intellectual property service industry was about 820000. In that year, the national institutions engaged in intellectual property services generated a total of 210 billion yuan of business income. The intellectual property operation promotion Department of the State Intellectual Property Office conducted a statistical survey on the development of the national intellectual property service industry, and the relevant report was published. According to the relevant person in charge of the intellectual property utilization Promotion Department of the State Intellectual Property Office, the healthy and rapid development of the intellectual property service industry provides service guarantee for improving the ability of intellectual property creation, application, protection and management, and provides strong support for promoting innovation and entrepreneurship, stabilizing and expanding the employment of high-level talents, and promoting the high-quality development of the real economy.

  According to the survey system of intellectual property service industry approved by the National Bureau of statistics, the intellectual property utilization Promotion Department of the State Intellectual Property Office conducted a statistical survey on the development of the national intellectual property service industry from June to September 2020 and formed a relevant report. According to the report, the development of China's intellectual property service industry has reached a new level with seven characteristics.

First, the scale of the industry continues to expand

  With the deepening of the reform of "release, management and service" and the continuous optimization of business environment, the number of intellectual property service institutions in China has continued to grow. By the end of 2019, the number of institutions engaged in intellectual property services in China is about 66000, an increase of 8.2% compared with 2018. In 2019, there are 2691 patent agencies, 45910 trademark agencies, 276 agencies for trademark registration of geographical indications, 365 agencies for layout design of integrated circuits, 1103 notarization offices for intellectual property, and more than 7000 law firms for intellectual property There are more than 6000 intellectual property information service institutions and more than 3000 institutions engaged in intellectual property operation services.

Second, the role of absorbing employment continued to strengthen

  It is estimated that by the end of 2019, the number of employees in China's intellectual property service industry is about 820000, an increase of 2.6% compared with the end of 2018; in 2019, the average number of new entrants of intellectual property service institutions is 3.9, 1.1 more than the average number of departures (2.8), and the role of intellectual property service institutions in absorbing employment is obvious. The survey shows that 75.5% of the employees in intellectual property service industry have bachelor's degree or above, and their ability and quality are high.

Third, the level of efficiency has been steadily improved

  It is estimated that in 2019, the operating revenue of institutions engaged in intellectual property services in China will be about 210 billion yuan, a year-on-year increase of 13.2%; the average operating revenue of institutions engaged in intellectual property services will be 3.182 million yuan, a year-on-year increase of 4.0%. Among them, the total business income of patent agencies was 40.52 billion yuan, an increase of 18.8% year-on-year.

Fourth, intensive development momentum is remarkable

 In 2019, the top 100 patent agencies (accounting for 3.8% of the total number of patent agencies) represented patent applications, accounting for 35.8% of the total number of proxy applications in 2019; the top 100 trademark agencies (accounting for less than 0.22% of the total number of registered trademark agencies) represented trademark registration applications, accounting for 25.8% of the total number of proxy applications in 2019 34.7% of the annual total agency applications. More than half of the intellectual property service agencies are concentrated in five provinces and cities, including Beijing.

Fifthly, the innovative role of service support is further revealed

  In 2019, a total of 1.184 million invention patent applications were represented by patent agencies, accounting for 84.5% of the total invention patent applications in 2019 (that is, the agency rate was 84.5%). In 2019, patent agencies provided agency services for 397000 enterprise applicants, an increase of 16.0% over the previous year. Among the patents awarded in the 21st China Patent Award, 90.7% were entrusted to patent agencies. In 2019, the trademark registration applications represented by trademark agencies accounted for 91.7% of the total number of trademark applications; 1455 applications for geographical indication trademark registration by service agencies, with an agency rate of 95.8%; 4789 applications for integrated circuit layout design by service agencies, with the agency rate of 57.6%, increased by 3.8% year-on-year. Intellectual property service institutions play a more important role in serving innovation subjects and supporting innovation development.

Sixth, the rapid development of new models and formats

The survey shows that the Internet plus mode of intellectual property service has developed rapidly. In 2019, the number of agencies in the top 30 applications for trademark registration was 20 Internet plus. Artificial intelligence, big data and other technologies are widely used in patent early warning, analysis and consultation, literature translation, evidence collection of intellectual property rights protection and other scenarios, to promote the standardization, accuracy and intelligence of intellectual property services, reduce costs and improve efficiency. Professional institutions are engaged in specific industries of patent infringement analysis and consultation, overseas litigation license negotiation due diligence and other subdivision services. The division of intellectual property services is increasingly refined, the service chain is constantly extended, and the service efficiency is significantly improved.

Seventh, confidence in the development of the industry has increased significantly

According to the survey, 60.6% of service agencies think that the market environment of intellectual property service industry in the next year is expected to be better than that in 2019, which is higher than that in the previous year; the results of the survey, such as the expectation of operating income, salary expenditure, whether the Office space will increase or not, and whether the number of employees will increase, are also higher than that of the previous year. The above five expected survey results are assigned to form the development confidence index of intellectual property service industry. The calculated result is 60.4 points, which is higher than the number of prosperity and low water dividing lines (50 points), which is 10.2% higher than that in 2019, indicating that China's intellectual property service institutions have strong confidence in the future market development.
